CA's bills are available on the government website, with all revisions as they occur. But because the Democrats fear election reprisals for pushing in unpopular legislation, they want to get it done as quickly as possible (or preferably 3 months ago), well before the primaries and the general election. So putting forth the legislation and proposed changes for timely consideration is not really an objective. And let's not forget - the point of the subcommittee is to deal with most of the issues and likely changes in advance of the closing deliberations and vote on the main floor. Of course, this bill is no longer going by the classic process, with the Democrats trying to figure out a way to not even have to vote on it again.
