I believe any service currently provided by the gov't could find a way to secure private funding or make itself self sustainable by taxing only those that used it.

For the most part, agreed. Highways could be paid for exclusively by tolls/licensing/gas taxes/registration fees. ATC could be paid for by user fees. Veteran's hospitals could charge what all other hospitals do, and fire departments could just let homes burn unless the homeowner had gotten fire insurance with their parent company.
