Giving tax credits for training is an old workable strategy.
When I started with a large company in '89,
companies took college students and gave them 6 week
training classes because of tax credits for doing so.
In the mid-90s, these programs went away and companies hired less college grads.

Tax credits were re-directed as training if women/minorities
were hired into management positions and "provided training".
Those programs were a disservice to everyone involved.
The group who suffered worst from this was black men.
Well qualified black men were overlooked by HR depts looking for black women.

He also identifies a problem as an uneducated job force.
The problem is that the jobs are going to cheaper foreign labor,
that includes US jobs where foreign labor is imported.

There are plenty of qualified college students graduating, and they cannot find jobs.

A college education shouldn't be necessary for all jobs,
but the manufacturing base is gone.
His program does nothing to address that.

Plus, historically, everything coming out of his mouth is based on his self-interest.
