If sitting politicians are never re-elected, institutional memory and competence at the managerial levels of government will always be at the rookie level. But capable management needs to have some experienced hands at the helm. The better solution is a balancing of competing interests: re-elect people who have shown to have a reasonable level of competence, but have term limits to keep them from becoming too entrenched, and to maintain a supply of fresh blood in the system.
