Twain appears to have used it, or at least he's credited with having used variations of it, a good five years prior to that book. However I will concede the point it may have predated Twain as a generic witticism, but that said numerous books of quotations credit Twain. In either case, it almost definitely wasn't Jackson. He wasn't exactly known for being glib. In fact, just the opposite.
