I knew a skydiver who was working as a security guard and convinced a perp to make the call into the PD.

The guard had a gun, but no radio or phone, and could look into a window and see and talk to the perp, but could not climb through the window. There was a phone in the room with the perp. He was afraid the perp would run, and there was nothing he could (legally) do if the perp did that.

So he pointed the gun at the perp, and started ranting that he was going to shoot him, until the perp agreed to call the PD himself.

Well, back in the '80's, phones were pretty expensive, and pretty damned bulky.
He was working as a private security guard, and carried what they supplied him.
