But I did google "cain allow exemptions for poor" to see if I could figure out what you were talking about. What came up was Cain talking about his Economic Empowerment zones that I referred to in my OP. Those have been in his proposal since the beginning. Allowing tax breaks for those living in the hardest hit economic area's to help rebuild them. Tax breaks for the companies that move in to encourage jobs, tax breaks for those that desperately need the money.
