As your link noted, the first is a capital gains surcharge. Those income thresholds are a bit old (200k for single, 250k for couple) - could encourage me to continue to live in sin.

You didn't explain the medicare charge re: 401ks. Is this a proposal to treat drawn 401k income as earned income that has FICA taxes? There's no chance in hell that it's drawing on people's idle retirement accounts.

I just posted another snopes link that references page 59 of the AHCA

This is where that claim is coming from

I have heard that it will not touch it and I have heard if they have the number (which under you are required to give them) they can draw from it

I am still looking for the specific tax percentage

That snopes reference generally dismisses the claimant. If you search for references to 401k, you see penalties to the employer, but it has nothing to do with your 401k account.

And in which post EXACTLY did I disagree with that? Post number in the thread, please?

My comment about LIKING it was in response to lawrocket's comments about DISLIKING. Comments that YOU SNIPPED so as to change the context.
