Probably developed with the help of my old employer, the AF research lab in Albuquerque. I didn't work on this particular application, but our division was definitely studying it. My particular project was using DE to shut down moving vehicles, which is a much trickier problem that you'd think. We also worked on the much-vaunted "people-zapper" that came out a few years back, which is a non-lethal riot/crowd control device. Imagine an localized EMP directed at a single substation. In the northeast. In January. What if an EMP was directed at the One Wilshire building in Los Angeles (I used to work in that building).
