First, they said they would train (for free) any security for any school in the country

Seems to me that the issue is not "taxes" per se. The "tax" issue is "confiscatory level" taxes to the federal government. Remember when it used to be that schools were funded by localities? (Note: the US Department of Education has been around for 33 years. Yes, only 33 years).

In all honesty, I think your cost estimates for complete confiscation were a bit on the high side, I think with UN help we could do it much cheaper.
