Again, this is an issue of scale and magnitude. Thunderstorms have existed as long as water vapor has existed on this planet. They are the result of huge amounts of energy lifting huge amounts of moisture into the air. The friction of which creates huge amounts of static electricity capable of creating gamma ray bursts. They do it all over the planet all by themselves without any additional input from humans required. The strongest radio signal you could possibly make and direct anywhere is insignificant in comparison.
