If you have cause to shoot someone, you have cause to kill them. An if you don't have cause to kill someone, you don't shoot. As you might kill him anyway with a leg shot. Studies have shown where during a gunfight, the heart rate, breathing and pulse, all go up drastically. This could effect a shooter's ability in regard to accuracy. I would tend to think that the officer would be more calm during qualifications. The shooting of a human would tend to be a time of high tension and could impair his accuracy.
