Whatever agreements are made on the final stage of negotiations, they could have just as easily been made at the authorization stage of legislation without all the drama; I blame everyone at the table.
When politicians from either side of the aisle get control of a state or federal entity these days they go immediately into "mandate from the people" mode and they act like a contestant on a gameshow in one of those phone booths with cash being blown around inside.

And it turns out the lower cost plans have, you guessed it, rationing. They have fewer doctors and hospitals participating. Which means longer wait times. And how are the prices kept down? By subsidies.
