You always made sure you spent all of last year's budget so that you got at least that much again. Yeah I thought it was kind of stupid. And in marketing, your next year's quota was bigger than last year's sales, even if you had the best year in history because of some external factor that would never be repeated. Good for New York and Delaware. If (for example) California wants to compete in that arena, they could put the same effort that New York and Delaware did into their legal and taxation systems. I cannot think of one. Even the Oslo accords sharply divided people and resulted in Rabin getting capped. But in the last week, the entirety of the Middle East - Hamas, Israel, Palestinian Authority - were in full agreement that John Kerry was a dumbass who at best had no impact but in all likelihood just made it worse. Go on and on about the achievements. His history. Good for him. His legacy as Secretary of State will be his utter mishandling of Syria and his total mishandling of this Gaza problem.
