I think the intelligence agencies were used to drum up justification for a fait accompli. Bush had his own "shadow" intelligence operation, run by Rumsfeld and Cheney. The CIA in fact advised AGAINST using some of those (fabricated) stories because the CIA had been unable to verify their accuracy....
