I do think that Bush and Co. made it very clear what intelligence should be brought forward and what intelligence should be buried.

I think the intelligence agencies were used to drum up justification for a fait accompli.

Bush had his own "shadow" intelligence operation, run by Rumsfeld and Cheney. The CIA in fact advised AGAINST using some of those (fabricated) stories because the CIA had been unable to verify their accuracy.

Yeah, well the thing is we know there was flawed, faulty and even falsified intelligence used to support the case for war. The executive branch sets the agenda for the intelligence agencies. If you don't think there was pressure all the way down the food chain not to find out whether there were WMD, but simply to find WMD, then I don't know what planet you're living on.
