It seems that those are sometimes conflated, but an enemy you understand is easier to use intelligence, instead of raw power, against. And by using intelligence instead of raw power, you might not end up making as many new enemies. After all, look at how well the exercise of raw power has worked for ISIS now -- they've gone and pissed off a lot of people who want to grind them into the dirt, and who might be better able to tell the difference between ISIS and average-guy-on-the-street than we would be.
