Maybe he'll answer if you define your terms, since some people consider any restriction to be a violation, while others (including a majority of the Supreme Court) finds some restrictions are quite in order.... The American media has basically become useless in reporting anything other than which local pastor slept w/ which one of his sheep. And that includes the NYT, or even the Chicago Tribune as far as this story goes. RT.com has become my go to substitute for the NYT.
