It's a faith healer conning a little old lady out of her retirement savings on the promise she'll get to heaven. It's the corner butcher with his thumb on the scales. Then the wands will deter suicide bombers from entering through that checkpoint, because the bombers will believe they'll be caught. Sort of like how lie detectors only catch people who believe that the machine can actually tell if they're really lying.
