As far as churches are concerned are they worried that someone is going to get a prostitute and then go confess for forgiveness before the Lady's Auxillary can uninvite him from the Sunday picnic? It's an archaic law which was used in the old days to make zones where people would be more afraid to break the law. The idea is that churches could be used to shoulder out prostitution.
