It depends. Immunity is granted by "the prosecutor." Since Sessions has recused himself from the case, he is no longer "the prosecutor."

So it would fall to the "special prosecutor" to decide who gets immunity and who gets charged.

immunity has wide and various implementations and some immunities can be decided by Congress. But first we would have to define that the immunity is going to be. Then decide whether what he has to say is worth that.

Hopefully Sessions, Manafort, Trump and Nunes are not the people deciding....

The government lawyer without telling the FBI or any other investigation body the specifics of the testimony decided whether it was worth it, NOW.

The government lawyer won't disclose specifics of the proposed testimony, now or ever. To any prosecution persons. This can also be a negotiation tactic. If the FBI or another investigative body has some of the "goods" on FLynn. But still needs his testimony a deal for some limited prosecution could be tied to the "immunity". i.e. a plea deal, etc.
