Make each car manufacturer and each energy supplier pay for everything they use - and cause. Want to remove a mountaintop to get at the coal beneath? Buy the mountain, then you can remove it. Want to sell the coal and make a profit? Pay for the damage that it causes out of those profits. Want to drill for oil? Buy the land you are drilling. No cheap leases for drilling. Then when you go to sell it, if you have trashed it, no one will want to buy it - so you'll actually have an incentive to not trash it. Want to sell a new car? Build it to meet the same standards that all cars have to meet. Want an exception to CAFE because you want to build a really big SUV? Sorry, follow the standards. Maybe if we let them sink, GM could have been purchased on the open market for pennies on the dollar, and we might have ended up with cheaper cars as a result. so much for level playing fields.....
