As I read the transcript it seems that Rush is accusing Big Water and Basement Depot of stoking fear and panic to make people buy more stuff from them.... but actually it's not so that people buy more stuff from them, it's because they're controlled by the Deep State and the Deep State needs people to be scared of hurricanes so they'll believe in climate change.
