In my area (Los Angeles suburbs) there are tons of new jobs and a number of new housing developments and community improvements under construction. I even did a quick Google search and the crime rate is better than the national average for cities of this size and decreasing. I know that my area doesn't necessarily represent every part of California but having lived here for most of my life and having friends and family all over the state I feel pretty confident saying that things are not imploding.
