My grandparents used to say that about a certain set or sub set of people too.

Called them "They" and said it was a shame they bred so much.

Keep in mind that the best way to increase birthrates is to reduce education of women.  If you want more voters in your political base, ignorance is not a bad long term strategy.  There's a reason some politicians love uneducated voters.
