What he needed to do (and did not) was: As soon as it was clear that COVID was a potential risk - send teams to China to understand it and start test kit preparation. (That would have gained us six weeks of prep time.) As soon as it appeared in the US in any significant numbers - shut down schools and shopping. (That would have gained us three weeks to slow the spread.) And if he had done all that? A large number of us would already be back at work. Insufficient testing in some states. trump. All of which will influence subsequent waves of infections. China is having a new wave now from Chinese returning from Russia.
