For those targets, the hackers will have long ago moved past their entry point, covered their tracks and gained what experts call “persistent access,” meaning the ability to infiltrate and control networks in a way that is hard to detect or remove. The actual and perceived control of so many important networks could easily be used to undermine public and consumer trust in data, written communications and services. In the networks that the Russians control, they have the power to destroy or alter data, and impersonate legitimate people." "The size of the hack, which began as early as March, remains unclear. SolarWinds said up to 18,000 of its more than 300,000 customers had downloaded the compromised software." Now trump has suspended security briefings to the incoming Biden administration. Fancy Bear monitors SC and US citizens that say bad things about President Putin. Non residents don't have to worry about retaliations i.e. nerve agents on your doorknobs. Because the hacks has only affected US networks/ip addresses. In other words President Putin only cares about his personal assets. Gross negligence is diverting funding from cyber security to building a wall. Gross negligence is removing the widely respected head of the organization tasked with fighting this because he said something you didn't like. Gross negligence is the standard operating state of the United States in the last 4 years. But the good news is, they have a successful businessman running the country!
