People at that level of government have literally thousands of documents (tens of thousands?). A certain percentage are guaranteed to be classified at some level. From what I've read, the Biden situation (and even the Pence) are somewhat routine. People accidently keep stuff they shouldn't. When they find them, they call up NARA, make arrangements to get the stuff returned and life goes on. GWB was a former Director of the CIA. His clearance level was astronomical. Is it possible to believe there wasn't at least ONE document left behind? The Trump situation was different on a number of levels. The sheer amount, the level of classification, where he had them, the fact that he repeatedly refused to return them, the concept that he may well have been planning on selling them, all of that. That same DOJ policy makes it very hard, if not impossible for DOJ reports to indicate a crime has been committed. I do believe the US constitution says that an accused has a right to face the accuser. Probably why the Mueller report wasn't overly clear on the obstruction issue, but skated around it.
