I have known several people that got there A and then didn't get a B or C, then decided they wanted a tandem rating and took the B,C, and D license tests all at the same time, and only received their D

justme12001 0 #28 December 12, 2014 I guess theatrically, if you took the FJC and did 200 jumps in a month, you could take the tests and send in for your C license without ever having actually had an A. Or if you started at a non USPA dropzone made 3000 jumps and jumped for say 5 yrs only at that DZ. Then if you moved and went to a USPA dropzone, you could take all the tests, fill out all the cards and end up with a D license never having had an A,B, or C

Non-GM DZs can, and usually do, have USPA Instructors and S&TAs, who can and do sign off on all licenses, etc. There is no distinction when applying for a license whether the jumps were made at a GM DZ or non-GM DZ. A skydiver, if he meets the requirements, can go from no license to a D License without ever being issued an A, B, or C, and it has been done.
