Despite what the APF would have you believe, people can jump from above 18000MSL without dying The video did mention Boost Oxygen, though.

Legality depends on the rules where it happened.

If it had been in the US, due to rules about airspace above 18000ft, it would have been difficult to get all the necessary approvals.

But it was in Canada (according to the OP's "Flag") and the rules are different up there.

Same thing applies. Mexican airspace rules are different than in the US.
