Is Cabo still D license required?

I want to jump in Cabo, but DZ says D license required. Is it possible to jump with a B and a floatation device? Cabo folks aren't getting back to me.

It is a D only DZ. But in all truth, you need an OK from them to jump even with a D. The beach landing is tight and landings outside of the area cause a lot of problems for them with the local "officials". It's a 99.999% tandem DZ only.
