Apparently the US embassy in Moscow warned that it had indications that extremists were planning something like this. Putin was not amused and it seems did not take the warning seriously.

Earlier this month, the US embassy in Russia said it was “monitoring reports that extremists have imminent plans to target large gatherings in Moscow,” including concerts. The embassy warned US citizens to avoid large gatherings.

In a speech Tuesday to Russia’s federal security agency, Putin called the embassy’s warnings about potential terror attacks in Moscow “provocative,” saying “these actions resemble outright blackmail and the intention to intimidate and destabilize our society.”

I can understand why Putin is concerned about his weakening support.  He garnered barely 113% of the vote in the recent election.

The interesting part to me is the intelligence gathering prowess of the NSA. They predicted this attack just like they warned Ukraine that Putin would attack. All without even having TikTok under their control.

Putin's FSB, the propaganda network for Putin. Has just come out stating that the terrorists were trying to flee to Ukraine. The GOP will soon endorse the idea that IS and the Nazi's in Ukraine are political relatives.

Yeah, the Ukrainians responded that for the ISIS terrorists to get to Ukraine, they'd have to go through some of the most heavily contested territory in the WHOLE COUNTRY.
A place where there are more troops and security than ANYWHERE ELSE.
