The supposed tariff percentage they are retaliating against is actually a figure of trade deficit divided by total imports, which they're describing as the US losing out. This means when there are generally poor countries mining and selling a bunch of rare minerals that US industry needs but who can't afford to import much of what the US makes with those minerals, they get smacked with a huge reciprocal tariff. Which means that it is now much more expensive for US industry to get the materials it needs.
