If the money was sent to the states, it has still been spent by the federal government. One official said it was taking so long because it had to comply with DEI guidelines, environmental impact assessments, prevailing wage requirements, feasibility studies and a host of additional regulations and requirements. The seven billion + allocated by the IRA was expected to create 5000 stations, I would be surprised to see half of that amount.
