Because his case had been decided and he was going to get the usual penalties via a plea deal.  This means you plead guilty and you get that agreed-upon penalty.

Then republicans in Congress contacted the Trump-appointed judge and demanded that the judge overturn the plea deal that was already agreed to.  He is now being resentenced.  Hence the pardon.

Let me guess - FOX News didn't mention that part.

No. It isn't because of who did it, but who it effects.

Stone is scum. Flynn is a traitor.

Now it is hard to go through 1,500 people. But in general they are people who have been spending mandatory time at home, reuniting with family. Taking them from their families and putting them back in prison doesn't appear to really make anything better. Plus in all but 39 cases, their convictions remain.
