Ive never heard that, but im not a rigger or expert on the canopy by any means. Regardless, the toggles are NOT meant to slow decent rate, but some dumbass' see freefallers flaring and they think its what they are suposed to do under a SF-10. Idiots... haJack of all trades. On most steerable rounds pulling a toggle down spills air out on that side and causing the canopy turn. If you pull both down you spill air out of both sides…..do not turn but down faster. On some smaller sports rounds you could pull down on the rear risers and slow the decent rate.
