as for the low budget version of a LED-suit for night jumps you can try this one - they also sell EL-Wire by the yard, so you can get creative

I am not sure about the cost but I know that a few LED suits have been jumped at Burning Man in the past. Maybe Bryan Burke of SDAZ will chime in.

Too much light in the plane or on the jump, affects everyone's eyes. The pilot, you, and your friends. Would make for a cool BASE jump, but your eyes would still be affected......maybe wear sunglasses during freefall....

Life is short ... jump often.
