The winds at altitude are irrelevant, except for spotting the proper exit point. It can be blowing 60 mph at 12-grand, and that's not a problem. What counts for landing safely is the wind at ground level. A steady 5-10 mph is very nice. Most experience people will jump with winds up to about 17-20.
