Correct. A BSR that states "DZO's must implement procedures to separate HP and non-HP traffic" gets you that.

In the real world, many jumpers will not follow guidelines that some guy posts on DZ.com - but they may follow a BSR, or a DZ's rules. I think the more fairytale view on this is "if we just all hope really hard, then everything will be fine!" Doing nothing is no longer an option.
