I'll use internal citation for the actial sections that I use in my speech, but for my works cited I need the overall book information. I need the city of publication and the publisher's information if it's other than just USPA. Thank you for any help!

Cite it as an online source. APA style:
United States Parachute Association. "2007 Skydiver's Information Manual" Retreived 29 March 2007 http://www.uspa.org/publications/manuals.pdf/SIM2007.pdf

I'm not allowed to use any internet sources. I'm so frustrated that it's a book that is online and easily accessible but I can't find the pub. info. in order for me to use it in my report.

Ouch, sort of a BS requirement. THis isn't for some library science course that just want's to make sure you did indeed find the building on campus? Good luck with it, I'm in a masters program and we use internet research extensively, as long as it's properly cited of course.

i have the old one...

"copywrite 2006 by the United States Parachute Association. All rights reserved. May not be reproduced without express permission of USPA."

and...
"this manual was revised in september 2005 and is valid through september 2007. the next edition is expected in september 2006."

i don't believe they use a publisher, so that is the best you are going to get. perhaps because it is a manual, not a book?

I agree 110%.

Cite as from USPA. year, etc,

Check out APA.org if still not decided but for a college to say you cant not use the internet that is total BS. I could see not being allowed to use certain unconfirmed sites. Like private ones.. but for a company and/ or peer reviewed site. that instructor must be smoking crack.

or just TSTO (TOO STUPID TOO LIVE).

CITE WHERE FOUND. USPA Site.

Just my two cents on this.

The frist page of the SIMs states it is a USPA Document.

On page III it says send recomendations to the 1440 Duke Street Alexandria VA, Office.

Not exacly what you wanted but as close as I find in the hard copy I have and the printed from the web copy.
