the toggle gets loose durgin freefall, what would you do?

Adding secondary riser covers to is adding untested components to the outside of a reserve container.
Since this is a non-certified alteration, I doubt if Altico will have anything to do with the rig after modification.
Also few riggers - especially in litigatious states like California - will touch a modified reserve container.

The bottom line is: skydivers who bought Dolphins recently are happy with their riser covers. The current pattern works well for freeflying. Altico will cheerfully install their latest version of riser covers on old Dolphins. You are far wiser sending it to the manufacturer for riser cover updates.

Personally, I think this sounds reasonable... The main still might open good, and if not, chop it and have the reserve PC launched into clean air, instead of dangling lines and toggles. More opinions welcome...

It could. At Brown Field we had a few early Reflex riser cover prototypes that would not release at all; the jumper had to land with the risers still beneath the covers in a very uncomfortable position. Had there been a mal, there may have been a problem with releasing the main (especially if the jumper was using reverse risers.) The new riser covers could snag and release the brake handles during deployment if they were poorly situated or designed. A rig is designed and tested as a whole; even small details like grommet placement or flap shape can affect its function. Adding riser covers without that testing could be a bad idea.

1) Buy yourself a rig suited fot the type of jump you plan.

2) Open your main it might open without a malfunction. In case it malfunctions you can pull your reserve.

3)Releasing your second toggle??? Thy that on the ground. Let a friend time it. How much altitude did it take. I'm sorry but this is a crazy idea.

Conclusion:
a) Avoid problems by avoiding them (proper gear, training)

b) Stay with the emergency drill. Do not try to be intelligent at the moment the problem occurs. This will kill you one day.

The solution you took (pulling reserve) is in each case a much better solution than trying to release the second toggle.
There was a serious gear problem, you survived without injury. So you reaction was ok.
