Emergency Procedures question

So I have a container that has a ring for the cut away. Not a D-ring like the reserve handle, but the cutaway handle in a somewhat tear shape ring.

Anyhoos, I digress. I was wondering, say I was doing a jump and some how or other that handle got pulled while my bag was still in the container.

Do I pull my PC and get rid of it all, or do I just pull my reserve?

I think it would be best to pull my PC, and get the bag and risers out of the way.. and then pull the reserve... but I wasn't sure.. so thought I would ask.

If you deploy your main, it will depart. If you have an RSL it will then open your reserve. Your main will then fall somewhere and you will have to find it, which can be a pain (but not a safety issue.)

The only time it's a safety issue is if you have cruddy riser covers. If you do, the risers can release and flap above your back, which is an argument to deploy your main first so the risers go away. However, this is rare with modern gear, so going straight to reserve is usually a better solution.

It might. My old Racer has perhaps the most secure riser covers I've ever jumped - if the velcro is replaced regularly. Velcro based riser covers need more maintenance, but when that maintenance is performed, they can work quite well.
