A parachutist landed out, and the farmer who picked him up asked if his airplane had been on fire. When told that the airplane was working just fine, the farmer inquired "then whuffo you jump?" Thus, the term whuffo refers to the clueless groundbound moreso than those who simply haven't jumped. Many who have not will tell you they "always wanted to," and sometimes it turns out to be the truth.
