I know he was Director of the Dominican Republic Tourism Office in Canada in 1986-88. In 1992, Dr. Matos was able to get 13 scholarship for dominican Air Force Officers to participate for the first time in NATO exercises in Petawawa, Ontario Canada. Feel free to peruse our forums and read some first-hand reports. As to your report that the Canadians are the only other country in possession of Dominican wings, that's a crock. My 3rd Special Forces Group unit all has them, as well as the Dominican Military Academy Instructor Badge. Perhaps you are talking about something else.
