If you are going to be going somewhere for a skydiving holiday in the winter-time, you need to accept the fact that you may have bad weather and that you may or may not get to jump... Empuriabrava has facilities for this eventuality and you can go-cart to your heart's content, go and do something cultural, or even just take a stroll on the beach.
