The dz in Cabo is skydive el sol. It's an amazing place to jump! But yes, there is a 500 jump min since the landing area is crazy.

There's also a dz in guadalajara but I have never been. One of my friends jumps pretty regualarly there.

I think most of the bigger resort areas have tandem mills. There wasn't anything in Acapulco when I was there last year though.

If you're going to be close to Mexico City, you've got Skydive Cuatla and Skydive Tequesquitengo both within about an hour of the city.

I've jumped at both and had a good time. They weren't busy when I visited and we were just jumping small Cessna's, but Tequesquitengo has a Dornier and Cuatla is the winter home of one of Skydive Chicago's Otters. The aircraft situation may have changed since I was last there, you'd want to verify before making plans.

Cuautla has a PAC now.
They have a very nice boogie in Puerto Escondido from the 26th of Dez to the 3rd of January 2010. I only got the facebook link:
