That's not the way I've been taught - What you're describing is a horseshoe. It covers both senarios. PC in tow is where you launch the pc, but it fails to pull the pin for whatever reason.
There's no such thing as gravity - the earth just sucks :D

Even the SIM is not clear on the semantics of this:
2001 SIM: Page 47, Category B Quiz, Question 9:
If part of the deployed parachute is caught on the jumper or equipment (horseshoe), what is the correct response....
Yet on page 102, they mention:
horseshoe (container open).
So the moment the pin is pulled, it goes from a PC in tow to a horseshoe?
Even the video Breakaway seemed to indicate that a horseshoe is when any part of the parachute is wrapped around you and that a PC in tow is 'strictly a packing error." In either case, they both suck :)In retrospect (that was 2 years ago), I couldn't tell ya if the pin had been pulled, since I don't know how long the bridle was (hadn't learned how to pack yet), and all that crossed my mind when it happened was, "That ain't right.", "My instructor is going to kill me.", followed by, "Gotta undo it, grab bridle and start unwrapping." - start to finish took about 2 seconds, so I was told - survival instinct is a wonderful thing. :)

Skymonkeys version is the version we teach in FJC's here.a Horseshoe can even be a wrap of the PC on a foot, bag pops out but the canopy inflates anyways and you get a really bad wrap going on then.
A PC in tow is the pin is not pulled, but the PC is in tow behind you with no wraping on the body.
If once you start down the dark path, forever will it dominate your destiny, consume you it will....

In 2000 there were 2 fatalities from horseshoe's both were caused by a suspension line catching a container gromet. Both cutaway and deployed their reserve which entangled with the main.

If any part of the deploying canopy is attached to you in an unusual place (arm, pack tray, etc) it's a horseshoe. If your PC is trying to open your main, but is failing, it's a PC in tow. If both are happening it's still a horseshoe. Generally PC in tow refers to nothing else out (or little out in the case of a pullout.)
