16yr old tandem

Does anyone know of a non-uspa dropzone that will have a 16 yr old Tandem student? second question if yes..do they still up hold all the safety standards? thanks for input

There's at least one in northern California. Quebec generally allows tandem students to jump at 14 with parental consent. You could go there.
