Maximum file attachment size wrong (not 100KB)

Someone reported that when he tried to upload too large a file, the site reported back to him that the maximum file size is 100KB.

But I know I've been OK wehn uploading files under about 300KB.

So some part of the code still lists one of the older very restrictive file sizes. Confusing to people.

(Why not have it say next to "Upload attachment" what the current limit is?)

Paying members get a larger file size limit than non-paying members.
