If you're buying a digital rebel, there's no "newer" version of it, only now they are also selling an all black version of it, so you can look like "the cool guys" that have the 10D or 20D The 20mm autofocus (I think you're talking about the Canon one right? ) is a great lens to start with! It is auto-focus, but there is a switch on it, so you can use it fully manual. I use the Digital Rebel with a Sigma 15mm by the way, and I am very very happy with it!
