There are dozens of ways to do this, After Effects would be one of the eaiser with the outline tool and using some of the filters. It would take a while to render but there are as many ways to do this as there aree specia leffects programs out there.

Most any NLE can do this. By using a broadcast filter, black restore/crush, a lot of the noise seen in this vid could be cleaned up and allow for more focus on the subjects.
My company makes a tool called "Edge Detective" that not only creates this effect, but also adds posterization and flat color/remove grads to create the look of the "Charles Schwab"-style video.
Adding a slight Glow to this sort of effect is also often very creative.

I used a similar effect on one of my DVD menu video 2 yrs ago...
I just made this http://laszloimage.com/Edge.wmv
in a few minutes on my ULEAD Media Studio Pro
(very similar to Adobie Premier). The effect is called "Pen&Ink" in the video filters. There's lot of setting on this filter but I guess it's still demonstrates the idea. As DSE said it could be made on any descent NLE system.

Tried it on sunday's daily vid (2nd half). Not all scenes work as well, but I was running out of time so I just threw this video together. Rendering it took some more time than usual, duh.... We had an FS3 beginner competition last weekend.
